题目的焦点就是围绕这两个词展开，即公共服务和艺术。大众的观点通常是认为政府不仅应当在公共服务商投资，艺术上的投资也不可或缺。

本题是老题，与04年6月26日、04年11月27日, 07年9月20日的考题基本一致。与11年2月17的考题非常相似。属于政府类话题“政府投资”分支。题型属于议论文中的“同意与否”。上一次考政府类话题是在11年3月5日。

only A, not B

这种题型在雅思写作中很典型，意思是“只应该做A事情，而B事情完全不应该去做”。这类话题明显都是一种偏激的观点，写法基本上是一样的。第一种写法：先承认A观点的合理性，然后进行驳斥，讲只做A会产生的负面影响，接下来讲B的必要性;第二种写法：先交代B观点的不足之处，然后对其进行驳斥，然后再讲B观点的合理性。这类题目可以在我的博客置顶帖中的题库中直接搜索关键词only，就能找到所有的相关题型(注意题型必须是“同意与否”)。下面请同学们思考下列相似题型的解题方法。

在政府决策类的题库中，有一大部分题目是围绕政府是否应该对某个行业进行拨款资助来进行的。这些话题往往与其它类别的话题都有结合。例如：与环保类话题结合：要不要保护环境，要不要为动物保护提供资金;与教育类结合：要不要为大学生的学费买单：与科技类结合：科学研究到底是政府还是大公司来承担，是否要进行太空探索;与工作生活健康类话题结合：是否应该为个人的医疗服务买单;与文化艺术类话题结合：是否应该资助音乐家和艺术家。题库中的其它话题还包括：是否应该资助体育运动员，是否应该投资道路建设。这类题目写法有一定的相似性，建议考生将这些相关的话题合并复习。

本文适合写成单边支持型。在“题型解读”中提到的两种方法都能使用。

第一种写法：第一段让步段，先承认政府资助公共服务是合理的，然后驳斥，只在公共服务上花钱会产生的一些后果(公民只有物质生活而没有精神生活的负面影响)，然后对艺术家拨款的重要性。

第二种写法：第一步让步段，先讲有些人或许会认为艺术并不能创造经济上的利益，因此政府对艺术进行补贴是浪费纳税人的血汗钱。然后驳斥，艺术品往往可以通过展品的拍卖、收藏、音乐的版权出售等方式来盈利，所以政府对艺术的投资是完全值得的。正文的第二段再讲艺术的意义。

A类 Task 1 组合图(饼+表)

饼图是住在澳大利亚的来自不同国家(China, UK, AU, Newzeland, Netherland, Others) 移民的比例。

表格是这些国家的人过去住在Cities和Rural areas的比例。(其中中国有99%的人住城市，1%住在rural areas)。
