英国义务教育阶段学生课后辅导政策简介

查字典出国留学网 2013年03月29日 12时讯 英国政府对教育的基本政策为「每个小孩都重要（Every Child Matters）」。根据Children Act 2004法案，英国政府对于儿福政策必须积极介入保护（intervention and prevention），主管机关有与地方形成合作伙伴关係的义务。由于基本政策为「每个小孩都重要」，因才施教（personalised learning）一直是英国教育部施政的重点。英国教育白皮书（The Importance of Teaching: The schools white paper 2010）第八点并也承诺该政府：「承认学校有神圣的体制并对学生身心健康、安全、教育成就有相当程度的了解，学生应被妥善照顾且确保有需要的学生被提供额外的支持。」故英国义务教育阶段的学校，必需在体制内提供课后辅导补习教育。

苏格兰地区对于课后辅导教育更是积极。苏格兰以教育法案（Education (Additional Support for Learning) (Scotland) Act 2004，以及新修条文Education（Additional Support for Learning）（Scotland）Act 2009）规範全苏格兰境内的补习/课后辅导教育。从2004年版教育法案第一条第三项规定可以看出苏格兰政府的企图与决心。第一条第三项规定：「本法所称之Additional Support为a）针对学前幼儿、小学、青少年阶段，所额外提供之，或与正规教育不同的教育;该教育专为一般儿童，或青少年所设计（不含特殊学校）并接受所属地区之地方教育单位管辖，b）针对前述学前幼儿以外之学龄前儿童教育，且该教育提供依其情形为适当者」苏格兰政府企图将学龄前儿童补习教育、中小学阶段所接受的课后辅导教育，通通纳入苏格兰教育法的规範中。苏格兰政府的决心可以从预算花费上体现。在1999年至2005年由Excellence Fund和National Priorities Action Fund，苏格兰政府已支出五千九百万英镑在补习教育上，其中1999-2003花在中小学体制内补习教育补助占三千七百万英镑，2003-2006年占三千四百万英镑。

相较于苏格兰的积极，英格兰和威尔斯则是以打游击的方式提供补助。英格兰和威尔斯使用例如Award for all基金，对位于英格兰或威尔斯地区有兴趣经营课后补习教育的个人或机构，依申请给予最低三百英镑，最高不超过一万英镑的补助。可申请的单位为注册或未注册之慈善团体、合作社、社团、非营利公司、非营利组织等。The Migrants Impact Fund则有七千万英镑提供英格兰地区申请。BT Community Connections基金则是提供价值1300英镑一年宽频服务如果补习班需要申请网路服务。Hilton in the Community Foundation基金会则是提供最高一年五万英镑的补助给有兴趣经营课后辅导的团体。

由于英国教育与技能部的研究报告显示，补习或课后辅导教育对于提昇学生学习成效有正面的帮助，尤其对于GCSE与SAT表现、学生对学校的态度和参与学校的程度有相当的影响。因此英国政府对于课后辅导的愿景，认为未来政府应该更加强与地方社区的伙伴关係。研究显示越早参加补习教育对于学生进入主流教育体系有正面的帮助，课后辅导或补习教育为学习创造第三环境（Third Space），政府的伙伴关係应扩及当地文化组织（博物馆、文史馆、图书馆、文化园区等）、运动机构（各类型club或PESSCL）、少数族群的语言补习班（如华语补习班、阿拉伯语补习班）、当地地方报纸，并和高等教育或进修学院保持良好互动关係。由此可以见得，英国产官学对于课后辅导的补习教育都持正面积极的态度，并对于课后辅导所带来的课业表现呈现乐观。
